Jennifer has more than 22 years of experience in utility leadership, water and wastewater projects, large capital program management, sustainability and resilience planning. In her role as the previous Director of Public Works for Vancouver, Washington, Jennifer was responsible for strategic program planning, budget management, and contract negotiation to ensure the efficient delivery of safe drinking water and wastewater services to 260,000 residents.
Jennifer’s prior roles include managing a $2.8 Billion capital program as the Director of Engineering and Construction for Port of Portland. She also served as the Asset Systems Management Division Manager the City of Portland’s Bureau of Environmental Services, Public Works Utility Manager and Watershed Division Manager for the City of Gresham, and a Principal Engineer at Brown and Caldwell.
