Release Date: October 20, 2026

Headshot of Suzanne Kaufman, Carollo's new Florida stormwater leadGAINESVILLE, Fla., Oct. 20, 2026 – Carollo Engineers announced today that Suzanne Kaufman has joined the firm as Florida stormwater lead. Based in Gainesville, Kaufman will expand Carollo’s stormwater technical expertise across Florida, helping clients manage flood risk and protect water resources as weather patterns shift.

Kaufman brings more than 20 years of experience in water resources engineering, asset management, and program delivery. Her background spans watershed management planning, hydrologic and hydraulic modeling, floodplain mapping, pollutant loading analysis, water quality improvement planning, and asset management systems for utilities across Florida.

Kaufman joins Carollo from Jones Edmunds & Associates, where she served as vice president and implementation manager, leading asset management strategies for municipal clients.

Her project experience includes watershed management planning for regional water management districts and municipalities, floodplain modeling for county governments, and water quality improvement planning for sensitive coastal waterways. She also developed a pollutant loading model for a Florida county that was later adopted by other agencies statewide.

Expanding Carollo’s Regional Stormwater Leadership

Kaufman’s appointment follows Carollo’s continued investment in regional stormwater expertise, including the recent additions of Joseph Kirby as East Region stormwater lead, Millicent Cowley-Crawford as California and Hawaii stormwater lead, and Stephen Costello as Texas stormwater lead. Together, they bring technical acumen, local market insight and coordinated strategies for resilient infrastructure, water quality protection and long-term capital planning to clients nationwide.

“Suzanne’s technical depth, leadership experience, and strong relationships across Florida make her an exceptional addition to our growing stormwater team,” said Caroline Burger, vice president and national stormwater lead at Carollo. “Her ability to connect engineering, data, asset management, and stakeholder needs will help our clients build practical, resilient solutions for increasingly complex stormwater challenges.”

These challenges are especially acute in Florida, where communities are contending with extreme weather, aging infrastructure, rapid growth and the need to protect springs, estuaries and other sensitive water bodies.

Kaufman holds a master’s degree in engineering and a bachelor’s degree in environmental engineering sciences from the University of Florida. She is a licensed professional engineer in Florida and Georgia.
