Project Overview

Rapid transition of a large water/wastewater utility from private utility operations to public utility operations.

Carollo was selected to lead the transition of North Miami Beach (NMB) Water from private operations back to public operations. On August 4, 2020, the City of North Miami Beach commission voted to terminate the Agreement for NMB Water Operations, Maintenance and Program Management Services between City of North Miami Beach, Florida and the contractor. The contract provided for a maximum six-month transition period to return operations to NMB control (by February 6, 2021). All services related to the City’s water utility were to be transitioned to NMB Water.

The City’s water facility serves over 180,000 customers. The system is comprised of 20 raw water supply wells, a 32 Million Gallon per day (mgd) water treatment facility with a 6.2 MG onsite ground storage tank and a 2 MG offsite ground storage tank. The distribution system consists of approximately 2.63 miles of raw water supply mains, 538.8 miles of water transmission and distribution mains, 2,725 fire hydrants, and approximately 33,902 meters ranging in size from 5/8 to 10 inches.

The City’s sanitary sewer system serves approximately 50,000 customers. The sanitary sewer system is comprised of approximately 83.6 miles of gravity mains, approximately 1,814 manholes, thirty-three (33) lift stations, and ten (10) force mains totaling approximately 27 miles of force mains transmission systems. The City has ten (10) metered wastewater interconnections, and six (6) water meters used to determine wastewater disposal to MDWASD.

The City recognized the operational, financial, technical, logistical and public outreach challenges associated with making this transition and they retained Carollo to augment the City transition team. Carollo staff developed the transition plan, identified and managed transition risks, conducted water and wastewater facility due diligence inspections and documentation, and led departmental meetings in order to achieve milestones and facilitate a seamless transition This effort resulted in a successful transition that occurred on time while maintaining operational excellence, customer service and regulatory compliance.
